Exeter's Daughter by Emma Lange was published for Signet's Regency Romance line in September 1995. Lady Marissa Portemaine was a duke's daughter who was in disgrace and her family decided to send her to the one person who wouldn't put up with her shenanigans: Lord Tristan Lynton!
We see the jagged edges of the cliffs in this cover by Allan Kass. This is one of the few where the hero's head seems to be out of sync, but I think it's the white neckcloth collar creating an illusion. It's very rare to see this on a Kass cover. The heroine is pretty but doesn't look as spirited as she is described. I like the scenic background which gives us the impression of a lonely country.
